Frequently Asked Questions

The Carpenter Contractor Trust (CCT) is a labor-management partnership between union carpenters and signatory contractors across the Eastern Atlantic States. We advocate for the industry, promote the value of union construction and tell the stories of the people and projects shaping our communities.

CCT fights for the policies, projects and partnerships that keep union carpenters working. We promote union construction to developers and policymakers, advocate for pro-labor legislation and amplify the stories that show what a modern union workforce can do.
CCT gives signatory contractors a competitive edge. We connect them with developers, advocate for public and private projects to be built union, and push for policies that level the playing field.

Union contractors deliver trained, credentialed and accountable workforce at scale. With access to more than 42,000 skilled union carpenters, developers get the people and productivity needed to finish complex projects on time, on budget and to the highest standard in the industry.

A Project Labor Agreement (PLA) is a pre-hire agreement that sets the terms and conditions of employment for a specific construction project. PLAs deliver on-time, on-budget projects with trained local labor, and are one of the most effective tools for building major infrastructure the right way.
